Senate Government Operations Committee opens session, schedules hearing on S.2 to establish Office of Health Equity

The Senate Government Operations Committee convened its first organizational meeting of the session to introduce members, set meeting norms and scheduling, and schedule a hearing on S.2, a bill to establish an Office of Health Equity within the Vermont Department of Health.
Bridal Baltimore, chair of the Senate Government Operations Committee, opened the session and said she planned to run meetings on an orderly schedule and try to end by 4:30 each day. Baltimore said punctuality was important "not just polite to the people that are on this committee, but it's especially polite to the witnesses who in many cases drive great distances to come in and offer a testimony on a particular bill." She asked members to aim for timeliness and said she would start meetings as soon as a quorum was present.
The committee discussed scheduling practices. Baltimore and Senator Bioska (mentioned in the meeting) will meet Wednesdays at about 12:30 to sketch the following week's agenda, and Jillian DiCierno, the committee assistant, was asked to circulate a contact sheet to the members. The chair said witnesses and schedules will sometimes change on short notice and encouraged members to expect last-minute adjustments.
Baltimore announced the committee will take up S.2, introduced that day and described as establishing an Office of Health Equity within the Department of Health. Baltimore said the bill came at the request of the administration and that the sponsor, Senator Lyons, told the committee the office is already funded in the current budget: "it's already being paid for. It's already in the budget," Baltimore said, and added that Department of Health staff are expected to appear next Thursday to explain the proposal.
Members used the meeting to introduce themselves and describe areas of interest. Senator Allison Clark, who represents the Windsor District, and Senator Tony Bechovsky, who said he previously served as vice chair of the committee, were among members who spoke. Senator Larry Hart described prior municipal service and interest in veterans' issues; Senator Becca White said she has municipal-government experience and interest in charter and municipal issues. Several outside participants identified themselves: Glenn Houston of the public-interest group EPIRG described a focus on ranked-choice voting and campaign finance reform; Michelle Leis identified herself as a private-contract lobbyist representing town clerks and optometrists; and Jillian DiCierno introduced herself as the committee assistant.
The committee discussed procedural points: members noted that money bills customarily originate in the House by rule and that charter changes have traditional pathways that can affect scheduling. The chair emphasized that bills change as they move between chambers and said that the committee's role is to consider testimony and negotiate where possible.
No formal votes or motions were taken at the meeting. The only near-term procedural commitment recorded was the scheduling plan (weekly planning sessions on Wednesdays) and the planned Department of Health appearance next Thursday to present S.2.
The meeting adjourned after introductions and procedural discussion; the committee will reconvene with a posted agenda and a scheduled presentation on S.2 from the Department of Health.
