Wenatchee Council approves multiple contracts, budget amendments and schedules interviews for at‑large vacancy

The Wenatchee City Council voted unanimously to award construction contracts, approve project budget amendments and schedule candidate interviews for a vacant at‑large council seat during the meeting.
Council members approved a motion to schedule interviews for the at‑large B council vacancy on Jan. 23, 2025, at 5:15 p.m. in Wenatchee City Hall Council Chambers. The council listed five candidates for interviews: Katherine Hauser, Joseph Gambone, Juan Valle, Myra Navera Gomez and Richard Seal.
On infrastructure, the council awarded the construction contract for the Jefferson Reservoir Improvements (an 8,000,000‑gallon reservoir, City Project No. 2306) to SCI Industrial Services LLC for $699,584 and authorized the City Administrator to sign contract documents. Council members said the lining is intended to address excessive leakage from the reservoir; staff reported the reservoir currently leaks about 62,000,000 gallons per year and that the project timetable aims for completion before peak demand in April.
The council also approved awarding the south‑end bike/pedestrian access bridges project (City Project No. 2201.2) to Apollo Inc., the lowest responsive bidder, for $13,260,502.10. Staff said the bid was roughly 11% above the engineer’s estimate and that the city plans to use state infra‑match funds to cover the overage; the motion recorded that award is pending Washington State Department of Transportation concurrence.
In a separate, high‑value item, the council authorized the City Administrator to execute a guaranteed maximum price (GMP) amendment with Kramer Scarsella Brothers Joint Venture for Confluence Parkway Phase 1 (Project No. 2201.1). The amendment amount presented was about $79,600,000, bringing total contract value to just over $88,000,000. Staff said construction is expected to start this spring and complete in summer 2027.
On utility plant work, the council approved an amendment for the wastewater treatment plant blower building improvements (Project No. 2106) to extend project duration and complete SCADA programming and commissioning. The council also authorized a construction change order and project budget amendment for Digester 4; staff said the original project was $14,400,000 and that including the pending change order the project total would be about $15,600,000, with change order No. 9 still under review by the owner’s adviser.
The council approved consent items including Resolution No. 2025‑01 appointing Jamie Goodman to the Wenatchee Arts, Recreation and Parks Commission and several final contract vouchers and agreements noted on the consent calendar.
