Director report: RIF study started, landscape RFP to be issued, summer movies, camera delays and splash-pad permits

During the director’s report, staff said the park impact-fee study (referred to as the RIF study) has been signed and work is beginning. The parks director reported that an RFP for 2025 landscape and lawn-care services is expected to go out soon, with an alternate for street rights-of-way included; final contract award will be decided by Town Council where appropriate.
Staff outlined the 2025 summer movie series at the plaza with tentative free screening dates of Friday, May 9; Friday, June 13; Saturday, July 19; and Saturday, Aug. 16. Staff said licensing fees for movies typically run from about $300 to $700 per title and that the department is pursuing sponsorships and may purchase projector/screen equipment to avoid rental costs.
On security, staff reported Flock Security camera replacement work remains delayed: the camera at Kephart lacks power and Windisch installation was pushed back. Staff said they are negotiating contract start/annual-fee timing to account for the delay. For site work, town staff said winter cleanup of stump grinding and one large tree removal in the woods is scheduled, and they are awaiting delivery and installation for splash-pad updates while ensuring required permits are in place before work begins.
Staff also flagged trail snow-plowing and trash responsibility at the soccer fields: during soccer season the lease assigns trash duties to the soccer organization, and town staff said they will continue to work out how maintenance will be handled off-season. Budget summary materials for parks through Nov. 30 were available but Dec. reports and 2025 budget loading were not yet complete; staff expected additional financial reports next week.
