Dax told the board that the restroom building steel is complete, a few roofing flashing items remain, and video equipment installation is underway. Staff said they have been coordinating with Indiana Railroad and the town’s engineers on a railroad crossing design for drainage and corridor work; that coordination is underway and the project remains on track for construction beginning in mid-March and a public dedication of the plaza in April.
Staff also explained they will not plow the plaza while developer items remain incomplete because doing so could create maintenance liability for the town before a certificate of occupancy or final acceptance is complete. Staff described the plaza as nearly finished and cautioned against using town crews to finish developer responsibilities.
No formal acceptance, final punch-list approval or transfer of ownership was recorded at the Jan. 10 meeting; staff said those steps remain part of the developer and engineering close-out process.
