The Tooele City Planning Commission on Wednesday approved a conditional use permit for an accessory drive‑through at about 35 South Tooele Boulevard, granting the permit 7‑0. The application, filed as 2024‑070, was presented by C&G Construction/Bridal Leasing and represented at the meeting by Brock Griffith.
Staff recommended approval with one condition addressing lighting. “Staff recommends approval subject to the applicant just demonstrating that lights from the drive through wouldn't be a detriment or irritant to drivers on Tooele Boulevard,” Mr. Page told the commission, noting landscaping or a small fence could be used to mitigate headlight glare.
The commission’s discussion focused on two practical issues: whether delivery trucks would cause congestion and how headlights would affect traffic on the adjacent roadway. Brock Griffith, the applicant, said the access drive sits on a private road next to the Salt Flats Recreational Center and that long deliveries — “50 foot flatbeds and things like that” — regularly use the area without capacity problems. “We get deliveries there all the time,” Griffith said, adding the road “doesn't really get a whole lot of traffic.”
Commissioner Anderson asked that staff avoid imposing unnecessary barriers on businesses and warned against presenting Tooele as “not business friendly.” “I don't think that we are presenting Tooele City as a business friendly city when we're throwing extra hoops into the step for every business,” Anderson said during debate.
Commissioner Proctor moved to approve the conditional use permit, Commissioner Hamilton seconded, and the commission voted 7‑0 in favor. The approval is subject to the staff report’s conditions and the applicant’s demonstration that headlight impacts are mitigated as recommended by staff.
The permit allows an accessory drive‑through in the light industrial zone; staff and the commission recorded no further conditions beyond lighting mitigation. No public speakers testified during the public hearing on the item, and the commission closed the hearing before voting.
