Leslie Turner Percival and Sally Davis from the Office of General Counsel, and OHRD staff, presented a rewrite that refocuses GAA on three connected spheres: onboarding and the reinforcement of current job skills; career advancement and talent retention; and fair, transparent interventions when performance is deficient. The draft elevates supervisors’ role in “learning‑focused supervision” and asks the district to expand professional learning that is culturally responsive, anti‑racist and aligned with employee plans.
The committee recommended the board take tentative action and place the draft policy on public comment. The staff read the proposed resolve into the record: "Resolved that the Board of Education take tentative action on Committee recommended draft Board policy GAA ... and be it further resolved that [the draft] be sent out for public comment." The board held a recorded vote and approved the motion; board staff said the open comment period will run for 21 days.
Board members praised work on the policy’s clarity around feedback timelines, career pathways and response to poor performance, and asked staff to ensure the policy’s implementation is supported with professional learning and data systems that let the district monitor progress.
