Christian County planning staff on Jan. 9 presented a fourth‑quarter and annual report showing continued residential and commercial activity in 2024, an estimated $110,000,000 in permit‑related construction valuation and progress on the County Government Plaza project.
Resource Management Director John told commissioners the planning department recommended approval of 26 rezoning requests in 2024 covering about 390 acres and processed five conditional use permit requests affecting roughly 76.7 acres. In residential permitting the county processed 98 minor subdivision applications and replats that created 121 new parcels, plus five named subdivisions that added about 40 residential lots.
Commercial projects cited in the report included an O'Reilly Automotive store, Fremont Hill City Hall, Ozark Mountain Off Grid, Schumann Cattle office remodeling, Oakdale Baptist remodeling and a warehouse operation near Mesa. Staff also described ongoing outreach with developers for additional projects and listed several grant awards and applications: a $9,270 grant for self‑dumping hoppers at the recycling center, a $77,850 energy efficiency community block grant used to acquire two Ford F‑150 Lightning electric trucks (net county expenditure of about $7,000 after vehicle liquidation), and a submitted $708,000 grant application for construction of a plastics recycling facility (no local match required; award not yet known).
The department reported issuing 522 permits during the year, 1,663 inspections and roughly 41,000 inspection miles across the county’s 560‑square‑mile jurisdiction. Staff also noted an average new single‑family permit size of 3,989 square feet for 2024 and a decline in solar‑installation permits compared with earlier years.
Separately, staff requested reappointment of three Planning and Zoning Commission (PNC) members: Vance Jenkins, Brenda Hobbs and Danny Matthews. A motion to reappoint the three members was made, seconded and approved by voice vote.
Planning staff outlined progress at the County Government Plaza site, including completed water and sewer infrastructure, grading and site pads, and ongoing construction of an operations building and planned public walking trails. Contractors and real‑estate agents continue to market commercial outlots along Highway 14 and 25th Street; staff said additional site work remains through the spring and that the on‑site health clinic operations building was under construction with anticipated substantial completion in mid‑2025.
