The Decatur City Board of Zoning Appeals granted Crossroads Community a special exception to operate a boarding or lodging house at 519 North Second Street, allowing up to seven residents at the property.
Rob Parker, director of Crossroads Community, told the board the group currently operates two transitional living houses and seeks to use the Second Street property as its first owned facility without altering the building's footprint. Parker said the organization expects to house people in transition — including those exiting the justice system, recovery programs or other crises — and to coordinate services through community partners rather than provide all services in-house. Parker said the organization planned for a staff supervisor and described a typical stay of up to about 12 months.
Ian Gilbert, director of Adams County Community Corrections, spoke in support and urged the board not to repeat an earlier decision that blocked a similar house, saying transitional housing "changes lives." Eric Beard, chief deputy of the sheriff's office, also said the sheriff supports the application. Board members reviewed findings of fact on neighborhood impact, parking and occupancy levels (Parker stated the house is about 2,156 square feet and he expected to house up to seven people) and granted the petition after hearing no public opposition.
The board recorded affirmative findings that utilities, ingress/egress and other requirements would be met and signed the approval. Parker and Crossroads Community were advised to follow building and occupancy permitting as required before opening the house to residents.
