Plymouth invited into MSBA eligibility process for a potential new elementary school; feasibility study next step

The Massachusetts School Building Authority has invited Plymouth Public Schools into the MSBA eligibility period for a potential new elementary school, Superintendent Dr. Campbell reported Monday.
MSBA directors voted to invite the district based on the system’s statement of interest and staff recommendation. That invitation starts a roughly 270‑day window during which the district must complete several preliminary tasks required by MSBA, including formation of a school‑building committee, certification of understanding of the MSBA rules, an educational profile and a summary of the district’s maintenance practices.
Dr. Campbell said the district has already placed a feasibility‑study article on the warrant for the April town meeting and expects to move through MSBA required steps during the 270‑day window. If MSBA subsequently approves funding for a feasibility study the district would enter the feasibility stage of the MSBA process.
Why it matters: MSBA eligibility is the first formal step in a multi‑year process that can lead to partial state funding for school construction. Feasibility approval would allow the district and MSBA to examine sites, enrollment projections, and proposed scope before any design or funding votes.
Next steps: The district will prepare required submissions, propose school building committee membership to MSBA, and return to the School Committee for required certifications. Administrators said they expect to work with the Select Board on the town‑level approvals the process requires.
