City Administrator Sabrina Combs and Development Services Director David Cool asked the Oak Harbor City Council on Jan. 7 to adopt changes to planning commission bylaws and to replace the city’s planning-commission code chapter to standardize interview procedures, clarify remote attendance, add bias-avoidance language and create an orientation for new members.
