The commission also received staff guidance on the role of alternate members: alternates receive application materials and may vote when fewer than five full members are present.

Staff reported that the Massachusetts Department of Environmental Protection is offering a series of virtual trainings for staff and commission members at no cost; the trainings are not recorded and attendance is voluntary. The commission approved the meeting minutes, conducted the other agenda items and then voted to adjourn; the transcript records the minutes approval and adjournment votes as unanimous voice votes.
