Planning commission continues Conquest temporary-extraction CUP to February after traffic study flagged as insufficient

The Cache County Planning Commission voted Jan. 9 to continue the public hearing on the Conquest temporary-extraction conditional use permit (CUP) to the commission’s February meeting after county staff determined the submitted traffic impact study was insufficient.
Wayman Stodart, the agent for the applicant, told the commission, “My understanding is that there has been some communication issues between the 2 engineers as to what UDOT requires, what the county would like to see, whether the engineer can even do what the county would like to see. So that's the reason for this, 3rd continuance is mostly at the request of the county engineer.” Stodart said the applicant and county engineers had scheduled a meeting for the coming Monday and expected a recommendation afterward.
Commission staff explained the county engineer had reviewed the traffic study and deemed it insufficient, prompting discussions among the county engineer, the county attorney, planning staff, and the applicant’s agent. The applicant’s agent asked that the item be scheduled onto the next available date in February, saying construction-season timing matters for the applicant and for projects that might receive donated material from the extraction site.
A commissioner moved to continue the hearing to the February meeting; another commissioner seconded. The commission voted “Aye” and the motion carried.
The Jan. 9 meeting record notes that the public-hearing elements for the CUP already were completed at an earlier session; the continuance is to allow the county and applicant engineers to resolve what the county engineer considers deficiencies in the traffic analysis. The commission did not take a final vote on the CUP at the Jan. 9 meeting.
