Planning board hears extensive public comment on wetlands amendments; backs tighter definitions and exemptions but stops short on full 75‑foot opposition

The Swansea Planning Board on Jan. 9 held a public hearing on proposed zoning amendments (articles 8–12) to create a Wetlands Conservation District that would, among other changes, add a naturally vegetated upland buffer of 75 feet and revise permitted and prohibited uses within wetland areas.

The Conservation Commission presented the technical basis for the package, saying a 2023 townwide wetlands evaluation by Lizwood Ecological identified 374 wetlands in town totaling about 2,824 acres and found many wetlands lacked naturally vegetated buffers. The presenter said the amendments are intended to protect water quality, flood storage and wildlife habitat and to allow limited low‑impact uses while restricting new development within the buffer.

The proposal would: apply a 75‑foot naturally vegetated upland buffer for marshes, swamps, bogs, vernal pools and forested bottomlands; reduce the town's 125‑foot septic setback to the state standard of 75 feet in most cases; exempt some manmade features (stormwater swales, farm ponds, fire ponds) from the district; and narrow allowed uses to items such as footpaths, boardwalks, certain forest management and agriculture using best practices, and maintenance of existing structures. The draft also spells out prohibited activities including parking lots, underground fuel storage, large new structures and changing natural drainage within the district.
