Planning board recommends city approve FoundCare clinic replat to allow new construction

The Riviera Beach Planning and Zoning Board voted unanimously to recommend the City Council approve plat application PA-23-008 from FoundCare Inc., a replat of an existing lot of record to accommodate construction of a new FoundCare clinic.
Staff planner Juan Suarez told the board the application complies with chapter 177 of the Florida Statutes and chapter 30 of the Riviera Beach code, and that all city disciplines reviewed and approved the replat. Suarez presented the parcel control numbers for the site and said the replat provides for an effective date pending council action.
Christopher Rizzari, president and CEO of FoundCare, addressed the board and described project progress. “We anticipate opening the beginning of April of 2025,” Rizzari said, adding that construction was underway and interior work had begun. He described planned services at the site as adult medicine, pediatrics, women’s health including OBGYN services, dentistry and a pharmacy. Rizzari also said, “We’re a federally qualified health center, which is an FQHC, which means that no one gets turned away for inability to pay.” He said the clinic will offer sliding-fee services based on family size and income.
Board members asked staff whether a site plan had been approved; Suarez said site plan SP-230024 had already been approved by the City Council. Board member Jared moved to recommend approval, and the board approved the replat recommendation in a unanimous roll-call vote.
If the city council follows the board’s recommendation, the replat will allow FoundCare to complete the project’s lot configuration so that final building permits and site work can proceed.
