Page County hears progress update on Samuels Group law-enforcement center; contracts to follow preconstruction meeting

Jeff Curtis, a project representative on the Samuels Group Law Enforcement Center project, told the Page County Board of Supervisors that construction is under way and that contractors will sign initial contracts after a preconstruction meeting.
Curtis said A & W Enterprises installed reinforced concrete pipe — “about 150 some feet” — for stormwater work and that a virtual preconstruction kickoff meeting was scheduled for the following morning. He said the kickoff is primarily informational and that no board action is expected from that meeting.
Curtis described the contract-signing process the contractors will follow: the initial signed contract will reflect the bid amount, and county officials and contractors will also sign a deductive change order that brings the contract down to the budget numbers the board received previously. Contractors will also provide routine procurement documents such as payment and performance bonds, certificates of insurance and lien releases before work continues.
Curtis said the board previously approved the contracts “excluding the food services portion,” and that contractors have been asked to continue value-engineering efforts to lower the project cost. He noted the county will retain control over contingency funds (he referenced a contingency amount of $478,000) and that the construction team will review any proposed use of contingency with the board.
Curtis invited supervisors to listen in to the kickoff and said in-person coordination (pull-plan sessions) will begin when foundations and precast elements are ready so prime contractors can sequence work and avoid trade stacking.
The update contained no formal requests or votes for the board to act on during the meeting.
