The South Russell Village Planning Commission on Jan. 9, 2025 scheduled a public hearing for Feb. 6, 2025 at 7 p.m. on a conditional-use permit application (PC Case No. 25-1) from 540 Property Group to rebrand Panini's, located at 540 East Washington, as SAP Tavern 6.
The application was described to the commission by a representative of 540 Property Group, who said the change is largely a rebranding and menu refresh. "We think the brand's kinda worn itself out and people are switching more fresh food," the representative said. He added the operation will open with a somewhat scaled-down menu and “daily specials,” and that the renovation work is cosmetic — painting, light fixtures and some equipment — not structural.
Village planning staff told commissioners the rebranding requires planning review because it involves a change in the operation of an existing conditional use. Staff said the Planning Commission must hold a public hearing within 60 days of the conditional-use permit submittal and that mailed notice to property owners will be sent (staff said the statutory/administrative notice period in this case is 20 days). "We just have to do a public hearing. That's it," a planning staff member said.
Commissioners discussed the timing of the commission's public hearing relative to the Architectural Review Board (ARB). Planning staff noted the ARB normally prefers to review a project after the commission's approval; the commission confirmed Feb. 18 is an ARB meeting date that would give the applicant time to appear after the commission acts.
The commission moved and seconded a motion to schedule the public hearing for Feb. 6, 2025, beginning at 7 p.m. The motion carried.
Next steps identified on the record include: staff mailing required public-notice forms to property owners, the Planning Commission public hearing on Feb. 6, and anticipated ARB review on Feb. 18 if needed. The applicant said it hopes to open in February pending approvals and permitting.
Votes at the hearing and any formal conditions the commission imposes will be reflected in the official minutes and staff report when the item returns for decision.
