Commission sets Feb. 12 public hearing for Harmony Grove TIF boundary amendment

Jason Turner of Steptoe & Johnson, the county’s bond counsel, briefed the Monongalia County Commission on Jan. 8, 2025, about a proposed amendment to the Harmony Grove tax-increment financing (TIF) district. Turner said a parcel adjacent to the existing district is slated for additional development and that including it in the TIF boundaries would allow tax-increment revenues to support public infrastructure for that development.
Turner described the standard procedural steps under state law: publish two notices of public hearing, hold a public hearing (the commission set Feb. 12, 2025), then, if the commission votes to submit the application to the state, the state has 60 days under statute to review the submission. Turner said, after state approval, the commission would take a final local order. A representative for the developer (Adrian of In Round Properties) was present and available to answer questions.
The commission adopted a resolution authorizing the publication of notices and setting the Feb. 12 hearing; the action does not itself change district boundaries but begins the statutorily required notification and review process. Commissioners asked that electronic copies of the TIF exhibits and application materials be provided to the commission for review; bond counsel agreed to supply them.
No member of the commission opposed moving the matter forward to public notice and hearing. The record shows the commission will publish notices, send application materials to affected taxing bodies and monitor the state review timeline.
