Land Use committee sets UDO review cadence and public pre‑meetings

At the start of the Jan. 8 Land Use and Special Studies Committee meeting, committee members described a new schedule and process for reviewing proposed amendments to the city’s Unified Development Ordinance (UDO) intended to reduce in‑meeting education time and speed consideration of edits.
Councilor Shannon Menar said staff and committee members will hold two‑by‑two pre‑meetings in the weeks before city council and that Adrienne (Department of Community Services) will “curate a list of top items that need to be addressed” and circulate calendar invitations. Menar told the committee the pre‑meetings are intended to be educational and not closed‑door decision sessions: “these are not meant to be some sort of closed door meeting. It's educational … so that we can competently speak to the questions we ask here.”
Committee members agreed to run the schedule through March and to adjust as needed, and they said the goal is to reduce the time spent on background explanations at the Land Use meeting so the group can focus on policy choices. The committee announced a follow‑up Land Use meeting for Wednesday, Jan. 22, 2025, at 5:30 p.m., at which the UDO review will be a principal agenda item.
No formal policy or ordinance changes were adopted at the Jan. 8 meeting; the item described an internal process change and public meeting cadence for UDO review and related committee work.
