The council concurred and placed on file an agreement with the Butte Local Development Corporation, while commissioners requested more detailed, periodic loan information and confirmed about $2 million is available in the loan fund.
Butte-Silver Bow commissioners on Jan. 8 concurred and placed on file Chief Executive J.P. Gallagher's communication (2025-19) authorizing an agreement between the county and the Butte Local Development Corporation (BLDC). The vote was 12-0.
Commissioner Josh Fisher pressed BLDC Executive Director Kelly Sullivan for clearer reporting on loan activity, noting the county provides $46,000 annually and commissioners expect updated records showing outstanding loans, receivables and delinquencies. Sullivan said she can provide aggregate loan numbers and that detailed borrower information has privacy expectations; she confirmed roughly $2 million is available in the loan fund.
Sullivan also acknowledged a dates formatting error in the communication: the term listed (begin July 1, 2024 through June 30, 2025) was correct but should have been delivered sooner. Commissioner Morgan, who will join BLDC in February, said he and Sullivan can work on improving commissioner access to loan reports.
The council recorded concurrence and placed the communication on file by unanimous voice vote.
