The Planning Commission unanimously approved a PUD amendment that replaces planned townhomes with a 60‑unit independent‑living facility on a 14.82‑acre parcel in the Commerce Park PUD.
Tim Brown of Planning and Development said the change from townhomes to an independent living facility will be reflected in the PUD exhibit and that an associated overlay ordinance amendment must be processed; staff said the ordinance amendment will be brought to the commission next month and both items will proceed to the County Commission together.
Dean (presenting on behalf of the applicant) said the proposed facility—marketed to adults with Down syndrome and referred to in presentation materials as Harlan’s Place—will have a central kitchen and on‑site staff rather than separate full kitchens for every unit. County staff and the applicant said the facility’s trip generation is low because residents are not expected to drive; staff said the traffic equivalency for the 60‑unit independent living facility equals roughly 13 multifamily units.
Staff reported no wetland or floodplain impacts on the parcel selected for the facility and described the amendment as consistent with community needs for specialized residential services. Commissioners voted 6–0 to approve the PUD amendment. Staff will return with the overlay ordinance amendment and associated exhibits before forwarding the package to the County Commission.
