The Greenfield Planning Commission approved a one-year time extension for the tentative parcel map for 802 El Camino Real (APN 109-141-0040), allowing the project applicant more time to record the final map and complete building-permit steps necessary to start construction.
Staff reported that the project—approved in January 2023 for a minor subdivision, design review and conditional-use permit for a truck stop with convenience store, car wash and quick-service restaurant—has been working through final building-permit reviews and has submitted a final map application. Because of unexpected delays, the applicant requested an extension that would change the tentative map’s expiration date to Jan. 3, 2026. Staff recommended approval to avoid expiration while the applicant completes final processing.
Commission discussion acknowledged frustration with repeated extensions but noted that the applicant has been actively pursuing permits and that recording the final map remained the remaining step. One commissioner said the applicant’s permits were “near approval.” After brief remarks, a commissioner moved to adopt Resolution 2025-02 to grant a one-year extension; another commissioner seconded, and the motion passed on a voice vote.
Staff instructed that if building permits are issued, the applicant expects to proceed quickly to construction; staff said the timeline depends on the developer but that building permits normally lead to prompt starts. The commission recorded approval with conditions of approval reflected in the resolution.
