The Murfreesboro Planning Commission on Jan. 8 recommended approval of an amendment to the East Side Village planned commercial development (PCD) that would subdivide the site and allow two drive‑through restaurant uses (the applicant cited potential end users as Dutch Bros. and Chipotle).
Applicant representatives described a more concrete plan than a prior 2020 approval and said the site would remain in neighborhood commercial character with buffers and reduced signage. Brian Groover for the applicant said the proposal preserves cross‑access easements and includes parking and pedestrian connections; he described architecture that follows the city's design guidelines and said drive‑throughs incorporate bypass lanes to improve safety.
Neighbors raised several concerns during the public hearing: Kenneth Haynes and Richard Graham, who live on Yearwood Avenue and Central Boulevard, asked that the plan not provide vehicle access or dumpsters adjacent to the residential street and requested that the chain‑link fence and vegetative buffers extend to the street. Staff told the commission the proposed plan retains the chain‑link fence and a 6‑foot vinyl fence on the east side, but the landscape buffer was shown stopping short to preserve a potential future cross‑access easement. Commissioners voted to require the chain‑link fence be extended to the sidewalk line now, with a condition allowing the fence to be removed later if adjacent properties develop and require cross‑access; the applicant confirmed dumpsters were positioned as far from residences as practical.
The plan was approved by roll call vote. Record: Miss Abelwater — yes; Mr. Carroll — yes; Mr. Harris — yes; Vice Chair Halliburton — yes; Mr. Prince — yes; Mr. Wright — yes; Chair Jones — yes. The commission directed staff to update the pattern book to reflect the fence change before the item goes to city council.
