Utility staff reports SCADA upgrades, well rehab and winter maintenance; Amazon facility pauses local utility construction

Village utility staff updated the Utility Commission on ongoing operations and projects at the Dec. 11 meeting, including SCADA upgrades, well rehabilitation, lift-station work and routine winter maintenance.
Staff said Strand Associates provided an engineer’s report included in the packet and that Westlawn Estates (Phase 5) and Quarry Ridge Phase D are moving forward with sanitary sewer and water-main work. The Amazon facility’s public-utility construction is on pause for the winter, staff said. Ridge lift-station design was reported at about 90% completion but on hold pending additional information that staff said will be discussed in closed session.
On SCADA upgrades, staff said they plan to install flow meters at two village wells in January 2025. They told the commission that 100% of the SCADA upgrade costs are being covered with impact fees, so the upgrades will come at no direct cost to current users. Staff also said a portion — but not all — of the Well No. 2 rehabilitation will be paid from impact fees to help defray costs; the village has completed survey work and begun preliminary design for that project.
In winter-maintenance work, staff reported inspecting air release valves and manholes along the force-main corridor from the Bylas Road lift station to the MMSD drop point and discovered water in an air-release valve that they plan to pump out and seal. They also said a failed submersible bypass pump will be replaced imminently (staff said the replacement was planned for the next business day or Monday).
What was clarified: Staff emphasized funding sources — impact fees — for the SCADA upgrades (100% funded) and partial funding of the Well No. 2 rehabilitation. They also noted the Amazon facility has halted the public-side utility construction for winter, which temporarily reduces overall construction activity.
Next steps: Staff will continue design and construction oversight, complete the SCADA flow meter installations in January 2025, proceed with the Well No. 2 preliminary design, and address the winter maintenance items noted at the lift-station corridor.
