Council ratifies board appointments, approves grant appropriations and OKs water‑tank bond parameters

Following the public hearing and vote on the UAMPS item, the Logan City Council took a series of routine actions:

The council ratified the mayor’s board appointments, including reappointments to the parks and recreation advisory board (Melissa Dowley), new park appointee Bill Peterson, library board reappointments Chelsea Bittner and Frank Stewart and a new appointment, Christopher Shear. The Water, Wastewater and Stormwater Advisory Board appointment of Troy Hatch was also ratified. The motion to ratify the slate passed on voice vote.

Budget adjustments and grants: The council held a public hearing and then approved a set of budget appropriations and grant receipts, including a $90,000 state grant to Parks and Recreation for riverbank cleanup and stabilization around Trappler Park; a $15,000 appropriation to community development for historic preservation work; funds received for hosting a K‑9 training seminar for the police department; and $20,000 received by the electric department from the Utah Clean Air Partnership to rebate qualifying electric purchases. The council adopted the budget adjustments by roll call.

Bond parameters for water tank project: Council also adopted a parameters resolution (Resolution 25‑01) permitting the city to issue revenue bonds to finance a proposed water‑tank project. City staff said the bond parameters set a ceiling on principal and interest terms to allow future issuance once the project’s route, final scope and exact cost are determined; staff also explained the immediate need for the resolution so the city can reimburse late‑December land and right‑of‑way expenditures under IRS rules. The parameters resolution passed unanimously. Council members and the city’s financial advisor emphasized that adoption of the parameters resolution does not itself obligate the city to immediately issue bonds or finalize a specific project route; separate budget and project actions will return to council with more detail.
