Lubbock program to install neighborhood sign toppers in Chapman Hill

City staff said workers will begin installing decorative sign toppers at intersections in the Chapman Hill neighborhood in two to three weeks as part of a neighborhood improvement effort.
"All the signs have been, created by our sign shops, so we we fabricate those in house. 2 to 3 weeks or so, we're gonna we're gonna start installing them at all intersections within the neighborhood," said Speaker 2, staff member.
The work is being done through the Neighborhood Project Program within the Neighborhood Planning Program, which staff described as a way to fund small capital projects of up to $10,000 that neighborhood members can apply for. "The neighborhood project program within the neighborhood planning program is a way for us to do small projects up to $10,000, as capital projects, within the neighborhoods. These are actual projects that the neighborhood members themselves can can apply for," Speaker 3, staff member, said.
Speaker 1, staff member, opened remarks noting the purpose of the gathering was to show the new signs. "And, I'm just glad to see all of you out here, and the purpose of today is we're getting these new sign ******* wood," Speaker 1 said.
Staff said the Chapman Hill signs — described in the meeting as marking the area the speaker called "the hilltop" — are the first of four neighborhoods selected for the current round; Arnette Benson was named as the next neighborhood slated for work. "We currently have the first 4 slated. Next will be the Arnette Benson neighborhood, then we'll be doing another round of data collection and presenting that to council for them to pick the next neighborhoods," Speaker 3 said.
City staff framed the toppers as a small, tangible improvement intended to build local identity and signal other neighborhood investments. "So something like the street sign toppers, it it's something small, but it's something that adds a sense of community. It gives inspiration of, hey, things are happening in our neighborhood and starts changing people's hearts and minds of what can go on in the neighborhood," Speaker 3 said.
No formal vote or council action on the items was recorded in the meeting transcript. Staff said they will collect further data and present recommendations to the city council for selection of subsequent neighborhoods.
