Staff told the commission the proposed subdivision would include 201 single‑family residences on the 49.13‑acre parcel and that a portion of the site would be preserved as open space. Staff noted the development includes an emergency access road that connects to Old Leesburg Road but is for emergency‑use only. Stormwater review, staff said, requires the development to meet land‑disturbance requirements.
Commission discussion focused on whether the commission could require a fence as a condition and whether the applicant should be present to respond. A commissioner said it is within the planning commission's purview to make a buffer condition; another suggested, if the commission intends to impose a long privacy fence, deferral could give the applicant an opportunity to comment. Waller told the commission she would prefer a 6‑foot wooden privacy fence, saying similar fencing was installed in an earlier phase.
After debate the commission moved to approve Splat‑2024‑0015 conditioned on the applicant installing a 6‑foot solid wood fence along the entire east side of the project phase and complying with other staff comments. The motion passed with one recorded nay.
The approval covered the preliminary plat only; the developer must still address all staff comments and meet any permitting and inspection requirements before construction. The record shows that stormwater practices are subject to later, detailed review under the city's land‑disturbance rules.
