Stanley Kite, emergency services, asked the board to approve a budget amendment to accept a Duke Energy grant and a private donation to purchase a mobile distributable emergency network (DMXL) unit. Kite said the unit—a rugged mobile communications platform—would support temporary Emergency Operations Center operations or mobile command posts during catastrophic events, and can support up to 40 telephones and roughly 250 communications units, using multiple SIM cards to connect across cellular providers.
Kite said Craven County received $25,000 from Duke Energy and an additional private donation that together total $25,010. He asked the board to approve a budget amendment to acquire the equipment and assign it to Emergency Services. The board approved the budget amendment by roll call; commissioners recorded unanimous affirmative votes in the meeting record. Staff will assign and maintain the unit within Emergency Services.
Why it matters: The equipment is intended to provide communications resilience in the event that primary infrastructure fails, enabling county coordination with fire, EMS, law enforcement and other agencies during disasters.
What's next: Emergency Services will take delivery and integrate the unit with county incident communications plans. No further appropriations were discussed at the meeting.
