Germantown accepts WisDOT ARIP grant to fund Rockfield and Pleasant View work

The Village of Germantown Public Works and Highway Committee unanimously accepted a WisDOT ARIP grant award for work on Rockfield Road and Pleasant View Road.
Staff described the award as a major funding win: the grant will reimburse the village on a roughly 90/10 cost‑share basis and will cover the segments the village identified as among its poorest condition. Staff said accepting the grant will allow the village to advance nearly two years’ worth of road improvement work for those corridors, subject to executing the state municipal funding agreement and the program’s reimbursement rules.
Staff cautioned that the ARIP program is a reimbursement program: the village will need to front costs and then receive grant reimbursement under program rules. Staff said the village is working with finance on cash‑flow and will bring additional financial details to the next finance meeting.
The staff presentation noted Rockfield Road and Pleasant View Road will be improved under the grant and that the village and the Town of Germantown coordinated on the application; the town is expected to formalize its contribution to the town’s segment of the project.
A trustee asked whether prior projects experienced cost escalation under LRIP and whether ARIP will cover all eligible items. Staff responded that the village will avoid including noncovered items in the grant scope (for example, certain traffic signals were a village cost on prior projects) and will coordinate scope to maximize reimbursement eligibility.
A committee member moved to accept the WisDOT ARIP grant; the motion passed unanimously.
Staff said next steps include receipt and execution of the state municipal funding agreement and detailed coordination with the town and design contractors on schedule and scope.
