Lee's Summit City Council on Tuesday advanced a special-use permit for a temporary concrete batch plant at 2250 Northwest Quarry Park Road to second reading by a 7-1 vote.
Applicant Clarkson Construction sought a 10-year special-use permit to place a concrete batch plant on land near the decommissioned asphalt plant site. City staff confirmed the Planning Commission recommended approval and that the application includes exhibit materials and project conditions. The applicant proposed to locate the batch plant on the former asphalt plant footprint rather than in the originally proposed northern parcel.
Council members questioned whether Quarry Park Road is structurally sound for heavy truck traffic and who would bear the risk if another collapse occurred. Michael Parks, the city's director of public works, told the council the applicant would be responsible under a maintenance agreement: "We will be entering into a maintenance agreement with the applicant with regard to Quarry Park Road," Parks said. Senior applicant Bob Fry said, "We understand the risks of using the property. Yes." The applicant testified the proposed plant would primarily serve Clarkson paving operations and would not be a retail operation.
Council Member Reeder moved to advance the ordinance (Bill 25-001) to second reading; Council Member Hodges seconded. The motion passed 7'to2.
