The Bernalillo County SOAR oversight panel voted on organizational business at its January meeting, approving minutes and postponing election of a chair and vice chair until the February meeting.
Panel members first approved minutes from a previous meeting by voice vote. "Those in favor, say aye," the presiding judge said; after no opposition was raised the minutes were accepted.
The panel then debated whether to hold required elections for chair and vice chair at the first meeting in January. One member moved to proceed with elections immediately; a substitute motion to postpone the elections until the February meeting passed by voice vote. The judge announced the result: "All those in favor, say aye," and the motion carried.
Why it matters: the panel's bylaws state elections occur at the first meeting in January, but members argued new appointees need time to review materials and orientation documents. Legal counsel advised the board a majority vote can postpone the requirement despite the language "shall" in the board's rules.
Other procedural items and scheduling
Members discussed subcommittees, and several volunteer offers were recorded for an orientation subcommittee and a behavioral-health subcommittee. Panel members agreed to meet again in February; because several members flagged conflicts, the group settled on Friday, Feb. 21, at 1 p.m. for the next formal meeting and indicated a Thursday option around Feb. 20 would also be used for earlier planning.
The panel closed the meeting with a motion to adjourn that passed by voice vote.
