The Norwood Conservation Commission on Jan. 8 closed the public hearing and voted to issue an order of conditions for work at 1 Moderna Way, a site owned by Moderna that required emergency installation of a fire-access road and associated stormwater controls.
The applicant’s civil engineer, Spencer Linz of Parr Corporation, told the commission the project included a paved access path to meet the fire department’s request, stormwater infrastructure and “two underground infiltration systems” designed to fully infiltrate the 10-year storm and to substantially reduce overland flows in larger events. Linz said erosion controls were installed and the site was stable: “The site is now stabilized. The erosion controls that were installed are still in place, and the only work that is left to do … will be the planting plan,” he said.
The engineer said one constructed change from the permit set was a short paved path to a hydrant — “probably about 5 feet wide by just roughly 20 feet long” — and a modest reduction in the size of the southern infiltration chamber because of encountered bedrock. Linz told commissioners the southern system remained sized to meet the project’s 10-year infiltration benchmark and that the overall stormwater work exceeded Massachusetts handbook requirements.
Commission members asked staff to confirm that the planting plan (about 15 shrubs and trees to replace removed vegetation) was carried out and that the certificate of compliance process would verify completion. Commissioners also discussed whether pervious pavement should be considered for future fire-access roads; commission members said the fire department had not been supportive of pervious surfaces for that use.
After a motion to close the hearing and issue the order of conditions, the commission voted unanimously in favor: Kelsey Quinlan — aye; Khalima Mustafa Woodford — aye; Anil Prasad — aye; Catherine Walsh — aye.
The order of conditions directs the applicant to complete the planting plan and follow the certificate of compliance process before final sign-off.
