At its meeting the Socorro City Planning and Zoning Commission elected officers for the coming term and approved its bylaws and 2025 meeting calendar.
Commissioner Andrew Arroyos was appointed chair in a motion by Commissioner Enrique Cisneros and a second by Commissioner Yolanda Rodriguez. Commissioner David Estrada was appointed vice chair in a motion by Cisneros and seconded by Arroyos. The commission also appointed Commissioner Enrique Cisneros as second vice chair; that appointment carried with one abstention.
The commission voted to accept the bylaws as presented with a motion by Andrew Arroyos and a second by Yolanda Rodriguez. Commissioners then approved a change to the posted 2025 calendar, moving the second December meeting from Dec. 16 to Dec. 9 so the board and staff can better align agendas with City Council schedules; the calendar change was approved by motion and voice vote.
Commissioners used the discussion on bylaws to clarify quorum rules for hybrid attendance. Planning staff explained that post‑COVID Texas Attorney General opinions require a majority of members to be physically present to begin a meeting and that bylaws are subordinate to state law. Staff also noted the commission currently has seven positions on paper but six filled, and the bylaws allow for two alternates appointed by the mayor to help preserve quorum.
