Council approves multiple rezonings and ordinances; several items deadlocked and continued to Jan. 23

Administrative and procedural items: The council approved on first reading an ordinance to amend purchasing and contracting thresholds (raising council approval thresholds to $200,000 and authorizing the director of purchasing to administer public improvement contracts under $200,000). Council also approved a related amendment to require better public reporting of purchases under the new threshold and directed staff to return with a public-format report.
Items continued after tie votes: The council deadlocked 3-3 on a vacating petition (an alley vacation north of Amelia Ave / south of Columbus Drive, agenda item 44) and the associated rezoning (item 45); the chair announced that, under council rules, a motion that did not receive four votes automatically carries as unfinished business to the next regular meeting. Council subsequently continued both 44 and 45 to Jan. 23 at 10:00 a.m. Similarly, the large mixed-use rezoning involving 205-209 E. Columbus Drive and adjacent parcels (item 51) produced a tie vote and was continued to Jan. 23 per quasi-judicial procedure.
