Council sends mobile-home replacement timing request to planning commission, amends to ask for 12-month allowance

The New Iberia City Council voted on Nov. 5 to send a resolution to the city's zoning commission asking staff and commissioners to consider extending the time allowed to replace a mobile home on an existing lot from six months to 12 months. The council also amended the request to ask planning and zoning to recommend a permissible age for replacement units and return with proposed ordinance language.

Council discussion was lengthy and divided. Proponents said an extension would give homeowners more time to handle personal and financial obstacles such as the death of a household member, divorce or insurance delays and could help fill vacant lots with housing faster. Supporters argued improved, newer units on vacant lots could increase housing options for lower-income residents.

Opponents said they remain concerned about long-term impacts of mobile homes on neighborhood quality, the visual character of blocks, and the potential to delay conversion to more permanent housing. Several council members asked that any extension be coupled with clear standards so replacements are not older, dilapidated units.

Planning staff told the council the current zoning ordinance (section 4.206 per staff) sets the existing six-month standard measured from demolition or permit issuance and that the ordinance does not currently include an explicit age requirement for replacement mobile homes. Council members agreed to forward an amended resolution asking planning and zoning to propose a one-year replacement window and to include an age threshold for acceptable replacement units.

The amended motion passed on the council's electronic voting machines; the transcript does not record a roll-call tally in the meeting.

The measure now goes to the New Iberia Zoning Commission for review. Staff said any ordinance change would return to the council after the zoning commission completes its review and recommendations.
