Andalusia City Council adopts transportation report, CDBG procurement policy and minutes in first 2025 meeting

Andalusia City Council met for its first regular session of 2025 and approved three routine items: the minutes from the Dec. 17, 2024 meeting, a resolution adopting the annual transportation report required by the Rebuild Alabama Act, and a Community Development Block Grant procurement policy.
The council, meeting as the governing body for Andalusia City, approved the minutes after a motion and voice vote. Councilmember Powell moved to approve the minutes and a second was recorded from Mister Nicks; the motion carried by voice vote.
The council then considered Resolution 2025-1, described by the mayor as the city’s annual transportation report submitted pursuant to the Rebuild Alabama Act. “If we don't approve this, they get our money,” the mayor said during the discussion before the council moved to adopt the resolution. Councilmember Powell moved to adopt Resolution 2025-1; Miss Griffin seconded, and the council adopted the resolution by voice vote.
Later in the meeting the council adopted a formal procurement policy for Community Development Block Grant (CDBG) programs. City staff told the council the policy is necessary to meet CDBG rules and regulations; the council voted to approve the policy after a motion by Councilmember Powell and a second from Mister Bowne.
Two ordinance items received first readings and will return for further consideration at a later meeting. Ordinance 2025-1 would declare a Railroad Avenue lot surplus to enable workforce housing development; the mayor said the ordinance is part of a broader effort to redevelop the neighborhood near Church Street and Railroad Avenue and that additional details will be provided at the next meeting. Ordinance 2025-02 would authorize transfer of sewer-related real property from the city to the Utility Board of Andalusia to facilitate grant applications; the mayor said the utility board was created in 2003 and transferring the property will help when the utility board applies for grants.
The meeting also included a brief mention that a group presented information about a “baby box” program related to newborn infant safety; the council said it will take that matter up at a later meeting. With no further business, the council adjourned.
