Plan commission recommends conditional use permit for 100-foot monopole at former Babcock Road standpipe

The Village of Ashwaubenon Plan Commission on Jan. 7 recommended approval of a conditional use permit to remove a deteriorating standpipe at 2634 Babcock Road and replace it with a 100-foot monopole telecommunications tower.
Planning staff showed a site map and said the standpipe "is just a different type of water tower" and that the existing structure is "structurally deteriorated, and does need to come down." Staff said three wireless providers currently have antennas on the standpipe; the proposed monopole would accommodate those three and reserve capacity for a fourth carrier.
Staff said the monopole would be erected within the existing standpipe enclosure and that existing vegetation would remain. A neighborhood meeting held Dec. 10 drew two residents; the only concern raised there was an occasional low-fuel alarm on the backup generator for the existing cell equipment.
Site Plan Review Committee approved the site plan on the condition that the conditional use permit be approved by the Village Board. A commissioner asked whether the monopole would be erected before the standpipe is removed; staff replied that the monopole must be built first so the carriers’ equipment can be transferred, and that existing lease obligations require providing replacement locations for the three providers.
The commission voted to recommend approval of the conditional use permit; the recommendation will move to the Village Board for final action.
