Council awards $1.4 million contract for Pacific Avenue water transmission main

The Lacey City Council voted Jan. 7 to award the 400 pressure zone transmission main project (Contract PW 202325) to Western United Civil Group for $1,403,817.37.
Ryan Jewell, utilities engineer, told the council the project will install about 3,200 linear feet of 12‑inch ductile‑iron main between McAllister Court and Chatham Drive along Pacific Avenue (SR 510) to increase redundancy and improve transmission to and from the Stalecoom reservoir. Jewell said the work would help maintain service if the Hawkesbury reservoir must be taken offline for maintenance.
Because the work lies in Washington State Department of Transportation (WSDOT) right‑of‑way on SR 510, Jewell said WSDOT required certain construction conditions, including night work. "They had some design and construction requirements that they included, one of which is night work," Jewell said. The city mailed notices to residents and businesses within 300 feet of the work zone to reduce surprises when construction begins.
The project received seven bids, with the low bid from Western United Civil Group at $1,403,817.37. Jewell said work is anticipated to begin in March 2025 and to last about 70 workdays.
The council motion to award the contract carried unanimously; the mover and seconder were not specified on the public record.
