Board approves first hearing to split Internal Services into General Services and IT

County Chief Operating Officer Ed Hill described a planned reorganization that would divide the county’s Internal Services Department (ISD) into two separate departments: a General Services Department and an Information Technology Services Department. Hill said the combined disciplines did not align, that recruiting a single leader with both facilities and IT expertise had proven difficult, and that the split would “facilitate cleaner and, simpler fee structure” and allow hiring of subject-matter leaders for each function.
The board conducted the item as the first hearing to amend the Fresno County Ordinance Code (Title 2, Administration — Chapter 2.09 and a proposed new chapter 2.11) and to amend purchasing procedures in Title 4. After discussion and public-comment (none), Supervisor Nathan Magsig moved to approve staff’s recommendation to proceed; the motion carried with a second and a unanimous vote. Hill said staff will return Jan. 28 for the second hearing and in March will present changes to the salary resolution and staffing tables to complete the reorganization.
