Papillion council opens multiple zoning items, approves Ponderosa preliminary plat

E3 (Ordinance 20402) and related items covered a change from AG (agricultural) to R4/R4 PUD2 for land southeast of 72nd Street and Schram Road, with the applicant listed as Ponderosa 72 Development LLC (Ponderosa Place). A public hearing for a revised preliminary plat for Ponderosa was opened and closed with no public comment and then approved as Resolution R250002. Councilman Stuebbe moved approval of the plat; Councilman Fanslow seconded; the vote was 5 ayes, 0 nays.
A separate ordinance (E4, Ordinance 2044) was opened to amend Papillion Municipal Code Section 5‑128 to harmonize the city code with amendments to Nebraska Revised Statute 49‑1499.03; that public hearing was opened and closed with no public comment.
The council repeatedly closed public hearings after receiving no proponents or opponents and moved the introduced ordinances forward for additional consideration at future meetings. The meeting record shows no substantive public testimony on the land‑use items during the Jan. 7 session.
In a separate consent vote earlier in the meeting, the council approved the consent agenda on a 5-0 vote.
