Board reauthorizes Housing Trust Fund administration; United Way to continue five‑year role, construction RFP issued

Beltrami County commissioners on Jan. 7 reapproved the county’s Housing Trust Fund administration contract with United Way and endorsed recent grant decisions made by the housing trust cabinet.
Commissioner Joe Gould presented the annual contract reapproval and the housing cabinet’s report. Gould said the county is in the first year of a five‑year contract with United Way to administer the fund and facilitate housing‑related meetings. The cabinet recommended and the board acknowledged prior allocations totaling $49,500 in program aid related to housing: $34,500 to BiCap for supportive housing programs and $15,000 to St. Vincent de Paul for housing assistance.
Gould said the housing cabinet also released an RFP targeting construction projects and encouraged local developers to apply; he noted the trust fund currently holds more than $1,000,000 in available funds. For cabinet‑level approvals, Gould said the cabinet can approve awards up to $50,000; awards larger than that would require county board approval.
Commissioner Gould moved to approve reauthorization of the Housing Trust Fund Administration contract; Commissioner John Carlson seconded. The board approved the contract by voice vote with no opposition.
The contract reapproval maintains United Way’s administrative role and keeps the construction RFP active as the county allocates housing funds to local projects and programs.
