The board spent substantial time reallocating delegates and alternates for standing county committees and intergovernmental boards. Commissioners addressed requests from Commissioner Tim Sumner to retain district‑based assignments—specifically Blackduck Ambulance, the county’s PILT/ConCon allocation role, and ditch‑related assignments—saying those were within his district and of particular local interest. Colleagues discussed scheduling conflicts between the Blackduck Ambulance board and the Northwest Juvenile Center board and whether a single commissioner should hold both roles if meetings sometimes occur simultaneously.
As resolved at the meeting: Craig Gosvig will serve as board chair, Scott Winger as vice chair; Commissioner Joe Gould agreed to remain the delegate for several regional organizations and the county housing trust work; Commissioner Tim Sumner retained Blackduck Ambulance and several district committees; Commissioner Gould and others swapped certain regional appointments (including Prime Health/Prime West roles) to balance workload and meeting schedules. Land Review Committee delegate roles were assigned to Commissioner Scott Winger and Commissioner John Carlson.
Commissioner John Carlson moved to accept the committee assignments as revised; Commissioner Joe Gould seconded. The motion passed by voice vote with no opposition. The board also approved changes to the county’s Association of Minnesota Counties (AMC) appointments and delegates, naming Scott Winger as the county vice chair for AMC representation for 2025.
The discussion reflected an emphasis on ensuring district residents have direct commissioner representation on boards with services in their areas; commissioners asked staff and delegates to communicate scheduling conflicts and share meeting coverage when needed.
The assignments will guide commissioner representation at regional agencies, hospitals and service boards through 2025.
