Saint Lucie County commissioners approved a planned mixed-use development (PMUD) for the P1 Motor Club on Jan. 7, 2025, authorizing a private motorsports club, garage storage "garage Mahals," multiple driving circuits, an event center and associated amenities on rural AG-5 land west of the airport. The vote was unanimous.
The special-district plan subdivides the site into distinct areas for a primary 4.2-mile circuit, a smaller secondary circuit, garage and storage buildings, karting and skid-pad facilities, an R&D park, and an auto launch/testing pad. The board and staff emphasized multiple design requirements: substantial landscape buffers (up to 80 feet along Okeechobee Road), maximum building coverage limits, stormwater and dark-sky lighting controls, extensive open space and a commitment to protect or restore vegetative cover.
Noise was a key planning issue. The approved special district sets operational noise measurement standards at the point source (vehicle) and requires design measures (berms, planting, setbacks) to reduce off-site noise. The board also adopted a public-notice and oversight approach for special events: major events (attendance over 5,000) must come before the board; minor events require public notice and, if the county verifies three legitimate complaints, subsequent minor events will be reviewed by the board.
Staff and the applicant told commissioners the project would create jobs, generate significant private investment and use the existing rural road network; traffic modeling estimated about 5,000 daily trips at full buildout in a conservative estimate and indicated the site can be managed without exceeding local intersection service standards. The applicant agreed to public safety measures, on-site emergency response planning, and a tree-planting carbon-offset program.
Ending: The approval includes a set of conditions staff will evaluate at major site-plan stages (species surveys, landscape and architecture standards, stormwater and construction bonds, and an emergency response plan). The board will monitor event complaints via the conditions that require board review after verified complaints.
