Black Hawk County supervisors approve payments, personnel requests, regulations and emergency repairs

Black Hawk County Board of Supervisors on Jan. 9 approved a series of routine and emergency measures including claims and payments totaling $551,239.75, personnel requisitions for county legal and elections staff, adoption of a county refuse regulation, Title VI certifications required by the Iowa Department of Transportation and an emergency sewer interceptor replacement at the county jail costing $29,500.86.
The board approved a claims-and-payments resolution that, according to the auditor's report, totaled $551,239.75 overall and included payments of $45,307.18 from Fund 6040, a $200,203 annual payment to the state that the auditor said is set by statute, a $105,239.76 first-half allocation to rural libraries and a $46,618.30 purchase for the road department for a tire-changer and wheel-balancing machine.
The supervisors adopted a resolution approving the Black Hawk County regulation titled "Garbage, Refuse, Yard Waste and Litter Control, Chapter 805," which the transcript records was approved by the Black Hawk County Board of Health on Dec. 18, 2024. The board also approved personnel requisitions: a full‑time legal specialist in the county attorney's office and a full‑time elections manager in the county auditor's office, each "as recommended" by the respective recommending officials.
The board approved a Title VI agreement and an annual Title VI assurance required to receive federal transportation funds from the U.S. Department of Transportation; the resolution names Catherine Nicholas as the county engineer and designates her as the county's Title VI coordinator.
During the meeting the board approved an emergency replacement after a failure of the grease interceptor at the county jail. Facilities Director Rory Gibb told the board the old tank had failed internally, the work required installation of a new concrete tank and repair of an 8-inch sewer line segment while the site was open; the invoice cited to the board was $29,500.86 and staff said the new concrete tank should have an expected service life of about 30 years. The board recorded a motion and approved the expenditure.
The board opened bids for a bridge-repair project (Project L-3-037). Officials read two bids: Wheeler Lumber LLC at $174,430.00 and Western Wood Structures at $287,330.00. The supervisors voted to place the bids on file and allow time for review; no award was made at the meeting.
