The Hamilton County Council on Jan. 8 approved an interlocal agreement with the City of Carmel related to the US 31 Ramps Economic Development Area and voted on multiple budget items and technical amendments in a single session.
On the interlocal agreement, councilors described the arrangement as allowing Carmel to take a first lien position in a TIF area so it can pursue redevelopment; Carmel will cover any shortfalls in debt service for the affected bonds. A councilor described the deal as “a gift to the city of Carmel” in the sense that Carmel receives redevelopment rights while the county preserves the tax increment currently funding bonds. County counsel said the county will receive $1,000,000 (described as “$2 a half $1,000,000, over the next 10, 15 years” in the meeting record) over the next 10–15 years as part of the arrangement; the agreement includes developer-backed guarantees and a high lien against the area in question. The council approved the interlocal agreement by voice vote; the City of Carmel and its boards had already signed the contract.
Councilors also approved ordinance cc01-082025-a, an ordinance transferring funds from the general fund to the rainy day fund, and approved a 2024 encumbrance and year-end rule. The council heard and approved a series of 144 amendments and other transfers during an open public hearing on additional appropriations; the items recorded in the meeting record included:
- Court administration transfer to be ratified, $25,100. - Planning transfer to be ratified, $1. - Sheriff: 144 amendment for jail certification pay (approved). - Sheriff: 144 amendment for jail promotion (approved). - Communications: 1222 144 amendment for promotion certification (approved). - Grants/transfers: Public Health Emergency Preparedness grant transfer, $20,000. - Community corrections transfer of $0.96 to be ratified.
Those items were presented during the council’s public hearing on additional appropriations and were approved by voice votes with “aye” recorded; no roll-call tallies were listed in the transcript.
The council also moved to untable several previously tabled 144 amendments (identified in the record by item numbers including 1007-02, 1009-6, 1012-7, 1012-8 and 1012-008) and approved them during the meeting. Vendor claims (new business claims) were approved by motion and voice vote.
A councilor summarized the Carmel interlocal agreement, noting the parcels are on the southern part of the west side of Clay Terrace and that the city redevelopment commission, city council and board of public works had already executed the agreement. County counsel said the approval at the Jan. 8 meeting was the last step before working with the auditor’s office to carve out parcels and proceed with statutory processes that will require additional redevelopment commission meetings.
Recorded direct language in the transcript includes the motion language approving the interlocal agreement and a councilor’s comment that “we let them go in 1st position in a TIF area that we already had because they wanna do some rebuild.” The meeting record contains some unclear phrasing on amounts and timing; the council’s attorney described the county’s position as protected if Carmel fails to meet requirements.
No litigation or legal challenges were announced at the meeting. The council closed the public hearing on additional appropriations and then adjourned.
