PSTA board report: three‑year union contract ratified; airport on‑demand pilot funded

Mayor Dan Ceracchi, representing the Pinellas Suncoast Transit Authority (PSTA), reported that the PSTA board has ratified a three‑year labor agreement with SEIU covering roughly 500 frontline employees, and approved two contracts for the Clearwater Transit Center: an up‑to‑$80,000 right‑of‑way agreement and up‑to‑$400,000 design services with CDM Smith.
Ceracchi also described a PSTA pilot to provide direct scheduled and on‑demand service between St. Pete–Clearwater International Airport and Clearwater Beach. Ceracchi said the pilot will use existing contractors including Transdev, Bay Area Metro and SPAIR Labs; the SPAIR Labs contract was increased by $150,000 and PSTA’s adopted FY2025 budget caps airport service spending at $2,200,000.
Design for the Clearwater Transit Center is about 60% complete; Ceracchi said construction is planned to start in late summer 2025 with operations in late 2026 or early 2027. Outreach for PSTA’s system redesign is ongoing; nearly 400 in‑person surveys were completed over the holidays and the draft plan is posted online.
Ceracchi described upcoming ribbon‑cutting events and service start dates: a pier ribbon cutting and ferry service events in January and the airport service pilot is targeted to begin in late February 2025.
