Napa County supervisors elect Cottrell chair, Manfry vice chair for 2025

The Napa County Board of Supervisors voted Jan. 7 to elect Supervisor Cottrell as chair and Supervisor Manfry as vice chair for calendar year 2025.
The vote followed a brief discussion of the board's customary rotation of leadership among districts. The board then made parallel appointments assigning the newly elected chair and vice chair to leadership roles on several county joint powers entities and special districts, including the county's Groundwater Sustainability Agency, the Napa County Housing Authority and several lake- and cemetery-related districts.
Board members moved quickly through the slate of officer appointments. The board approved Supervisor Cottrell as chair and Supervisor Manfry as vice chair; then approved the pair as chair and vice chair, respectively, for the Napa County Groundwater Sustainability Agency. The board also approved Supervisor Cottrell as chair and Supervisor Manfry as vice chair of the Napa County Housing Authority and named Clerk of the Board Neha Hoskins deputy secretary for that authority.
Other agency assignments approved by the board at the same meeting included: in-home supportive services public authority leadership (chair Cottrell, vice chair Manfry, clerk as secretary); Lake Berryessa Resort Improvement District (chair Cottrell, vice chair Manfry); Monticello Public Cemetery District (chair Cottrell, vice chair Manfry); Napa Berryessa Resort Improvement District (chair Cottrell, vice chair Manfry); Napa County Public Improvement Corporation (president Cottrell, vice president Manfry, Auditor-Controller Tracy Schulte as treasurer, and Neha Hoskins as secretary); and Silverado Community Services District (president Cottrell, vice president Manfry).
Each of those motions was seconded and carried by voice vote. No roll-call tallies were recorded in the meeting transcript; the board recorded the approvals by the customary “aye” responses.
The chair and vice chair assignments take effect immediately for board business and related agency seats for 2025. The board did not adopt additional policy changes as part of the officer elections; the actions were limited to electing officers and assigning the associated county and joint‑powers leadership roles.
