The Terrell City Council on Jan. 20 approved a resolution allowing the city manager to execute purchase documents with Kinloch Equipment and Supply Inc. to acquire a used 2020 Vector 21100i combination sewer-cleanout (vac) truck, not to exceed $340,283.
Public Works staff described frequent and heavy sewer clogs caused by grease, roots, and debris, noting crews recently removed large obstructions from a lift station. The existing, older vac truck was declared undrivable after an accident; staff said it was about 18 years old.
DJ (Public Works staff) told council the unit is a single‑chassis combination machine with both high‑pressure water, a large water tank and a strong vacuum system with up to 1,000 feet of hose capability. The purchase price includes cutter heads and a five‑month warranty. DJ said crews already train on similar equipment and Kinloch provides vendor training as needed. The city will trade in a smaller trailer‑mounted unit as part of the transaction.
Finance context presented at the meeting: council previously budgeted roughly $480,000 for pay‑as‑you‑go utility equipment in FY25. With this purchase and other approved equipment, staff showed the FY25 equipment commitments approaching the budget and noted a $45,100 overage that Fleet staff said they would absorb; staff said about $160,000 of the FY25 equipment budget would remain after the purchase.
Councilmember Donna Renee Anderson moved to approve; Mayor Pro Tem Stephanie Holmes Thomas seconded. The motion carried.
