Raylan Smith presented background on options studied for the pet adoption center: renovate an existing building on the frontage road (Option 1, cost estimate $7.3 million) or construct a new facility near the police headquarters with more square footage (Option 2, staff‑recommended, $5.7 million). Smith said the task order amendments would fund schematic design work so council can review detailed plans and costs before approving later construction phases. “If you’re going to get more square footage for $5,700,000 versus continuing with the Highway 80 adoption option 1 at $7,300,000,” a council member observed during discussion.
Council asked for additional information during design, including intake/adoption statistics, kennel calculations, contracts with outside agencies, standard operating procedures, and insurance‑claim status for the previously purchased frontage‑road building. Staff said they would provide those details as part of the design process and would report the insurance claim status and any build‑back numbers to council.
The council vote authorizes the city manager to execute the task order amendments to start schematic design; further approvals will be required for later design phases and construction.
