Council approves rezoning for 311 9th Street, approval contingent on citywide zoning ordinance

The Terrell City Council on Jan. 20 approved Ordinance No. 3084 to reclassify a portion of lots 1–4, block 1 of the Terrell Terrace Addition (311 9th Street) from single-family 7.5 zoning (SF-7.5) to Neighborhood Edge (NE), pending adoption of the proposed citywide zoning ordinance, No. 3080.
City Business Development Manager Jana Wampler told council the property has been used for neighborhood-type businesses since 1999 and that the owner seeks to align the zoning with that long-standing use. “The property is known as 311 9th Street,” Wampler said, and said potential tenants include a barber shop or office space.
Staff reported they mailed 20 notices to nearby property owners; three responses were received (one in favor, two opposed). The Planning & Zoning Commission voted 6–0 in favor of the change on Dec. 19. Wampler said the Neighborhood Edge designation would preserve the current pattern of low-density, neighborhood-serving businesses and would not allow uses such as liquor stores or other high-noise activities.
Deputy Mayor Pro Tem Phil Robinson moved to approve Ordinance 3084, Mayor Pro Tem Stephanie Holmes Thomas seconded, and council approved the ordinance “pending the passage of our ordinance 3080.” Mayor Ronnie Velasquez called for the ayes and the motion carried.
The vote authorizes the rezoning contingent on the separate citywide zoning ordinance; the council did not finalize Ord. 3080 at the Jan. 20 meeting.
