The Mineral Wells City Council on Jan. 7 authorized submission of an application to the Texas Water Development Board seeking funding assistance for multiple water capital projects, including a new water treatment plant at Hilltop, transportation pipeline construction and expansion of the Brazos pump station.
City staff and the city's contracted engineer told the council the application is the city's responsibility (the water district is not the applicant) and said the application is in good shape. The online packet originally showed an aggregate “not to exceed” amount of $79,640,000; a corrected paper document presented at the meeting shows the city is applying for $77,500,000.
Speakers on the call and several council members described the application as an important step to deliver projects at favorable rates for ratepayers. Staff noted the application is due Jan. 10; speakers also discussed that the State Revolving Fund (SRF) program includes a limited loan-forgiveness component and that only a small number of applicants are likely to receive forgiveness.
After discussion, a council member moved to authorize the resolution to submit the application; the motion passed 6-0.
The council record shows the city will proceed with the application materials and that staff and consultants will represent the city during required calls and submissions. No final loan terms or awards were announced at the meeting.
